I have tested the driver from our side using different systems with a graphics controller HD 4600 and I was not able to replicate the issue. At this point, I recommend you trying with a fresh installation of the operating system and also testing another processor with the same graphics controller.
We came up with a new driver last week and I am not sure if you have tried. Just in case here you have the link:
